Circle Dubai: Inside Dubai’s Ambitious Waste-Free City Plan

Dubai Municipality has unveiled Circle Dubai, a bold new project that will reshape waste management throughout the emirate. The city currently generates about 13,000 tons of waste each day. Dubai residents produce around 2.2 kilograms of waste per person daily, which ranks among the world’s highest per-capita rates. This project strengthens the Dubai Integrated Waste Management Strategy 2041. The strategy sets clear goals to keep all waste out of landfills and recycle at least 56% of total waste. The program also wants to cut daily waste per person from 2.2 kilograms to 1.76 kilograms. Circle Dubai has developed 17 strategic projects and 26 performance indicators through partnerships with private companies, schools, and tourism businesses to reach these goals. Dubai launched the Circle Dubai initiative at the 2025 Asia Pacific Cities Summit and Mayors’ Forum at Expo City Dubai from October 27-29. Global city leaders, policymakers, and sustainability experts attended the launch event that showcased Dubai’s steadfast dedication to international green practices.

The program runs with the slogan “Reduce…Reuse…Recycle…Together we make a difference” and marks a key milestone in the emirate’s environmental efforts. During the launch, His Excellency Marwan Ahmed bin Ghalita, Director General of Dubai Municipality, said: “Circle Dubai reflects efforts promoting sustainability as a way of life, not merely a goal. Dubai continues to reaffirm its position as one of the most beautiful, clean, and sustainable cities in the world”.

The initiative focuses on nine vital sectors:

Eng. Mohammed Alrayees, Director of the Waste Strategy and Projects Department at Dubai Municipality, explained that Circle Dubai started because “Dubai is among the highest globally in waste generation per capita”. He added that “Waste is no longer just waste – it’s a resource”.

Dubai Municipality’s initiative combines technical solutions with behavioral change and community involvement. The municipality invites residents to join the platform, attend awareness events, or volunteer to help create a cleaner, greener Dubai. This approach makes Dubai a global leader in circular economy practices through state-of-the-art solutions and real community involvement.

Dubai Sets 2041 Targets for Waste Diversion and Recycling

Dubai’s Integrated Waste Management Strategy 2021-2041 sets bold targets to reshape the scene of waste management across the emirate. Dubai Municipality wants to achieve 100% diversion of all waste types from landfills by 2041. The recycled waste should make up at least 56% of that total. The plan also targets reducing daily waste per person from 2.2 kilograms to 1.76 kilograms.

This complete transformation needs AED 74.5 billion for implementation. The private sector will contribute AED 70.5 billion, which shows a strong partnership between public and private entities.

Eng. Mohammed Alrayees, Head of Strategy at Dubai Municipality, states: “Our vision is clear. We are setting a pathway to zero waste going to landfill. The main goals are simple: reduce per capita waste generation by 18%, increase recycling rates to 50%, and eventually divert 100% of waste from landfill”.

The strategy’s scope goes beyond 2041. It focuses on reducing waste at its source and achieving complete source sorting in residential areas. The plan also includes modernizing collection and transport systems. These efforts merge with Dubai’s broader sustainability goals, including the UAE’s Net Zero 2050 agenda.

In the past, landfills received almost 80-90% of generated waste. Dubai Municipality’s strategic implementation will free up about 5.8 million square meters of land by 2041 – space that would have become landfills otherwise.

Dubai Implements Smart Systems and Community Programs

Dubai Municipality has rolled out cutting-edge technology solutions throughout the emirate to make Circle Dubai work. Smart recycling bins equipped with sensors track waste levels and send immediate updates to control centers that optimize collection schedules. These containers run on solar power and come with two openings – one for regular waste and another for recyclables – which helps residents sort their waste properly.

The municipality launched a Learning Material System (LIMS) platform that lets volunteers sign up as ambassadors to promote waste sorting from house to house. This digital platform provides sustainability training specific to different sectors through interactive simulations and smart assessment tools.

The Dubai Sustainability Ambassadors program, which works with the Furjan Dubai Initiative, gives trained community representatives the tools to guide local participation efforts. These ambassadors create activities, challenges and campaigns that promote zero-waste practices in neighborhoods.

Community programs have achieved notable success. The ‘An Hour with the Cleaner’ initiative logged 7,180 volunteer hours from 136 government, semi-government, and private organizations in 2024. The ‘Zero Waste in Hatta’ campaign has brought together more than 900 families and staff from 20 educational institutions.

Dubai Municipality collaborates with nine major sectors – including education, commerce, and real estate. This helps strengthen integration between stakeholders while tracking measurable results from its 17 strategic projects.
