Dubai’s ambitious future has artificial intelligence as its life-blood. The emirate hosts Dubai AI Week with over 10,000 participants from more than 100 nationalities. This groundbreaking event will run from April 21-25 and demonstrate the city’s dedication to technological advancement. Twenty-five global tech companies, 18 government entities, and 60 AI startups will participate actively.

The Dubai Assembly for AI will bring together delegations from 15 countries. Technological powerhouses like South Korea, Canada, India, and Germany will join the assembly. This complete gathering will help speed up AI adoption in various sectors to improve quality of life and stimulate economic growth. UAE cities now rank among the world’s leading smart urban centers. Dubai and Abu Dhabi have earned spots in the top five smart cities worldwide according to the IMD 2025 index. This marks the first time both UAE cities have reached the top 10. Their success shows UAE’s effective use of artificial intelligence in urban infrastructure and services.

Dubai jumped from 12th place in 2024 to fourth position globally. The city scored 82.8/100 on medical services and 83.4/100 for green spaces. Abu Dhabi moved up from 10th to fifth place, scoring 84.7/100 for medical services and 83.8/100 for green spaces. These achievements result from years of investment in digital governance, intelligent mobility systems, and resident-focused programs.

UAE’s artificial intelligence technologies have revolutionized Dubai’s urban development. The city became the world’s first paperless government in 2024 by eliminating paper in all government transactions. Dubai has also launched over 1,000 blockchain-based services as part of its smart city framework. Residents can now register land titles, manage business licenses, and verify educational credentials through secure digital platforms.

Dubai’s detailed AI strategy includes multiple sectors. The city heavily invests in autonomous transport with plans for 25% of all trips to be AI-driven by 2030. The healthcare sector also employs AI-powered solutions to improve medical services and patient care.

A clear evaluation framework will guide Dubai’s AI transformation. Government entities will face assessment based on their AI integration. Academic institutions will be measured by their AI research and teaching contributions. Businesses will receive recognition for advancing Dubai’s AI economy.

Sheik Hamdan launched the ‘Dubai Universal Blueprint for Artificial Intelligence’ – a detailed plan to speed up AI adoption throughout the emirate. This blueprint will help achieve Dubai Economic Agenda D33 targets by adding AED 100 billion yearly to Dubai’s economy. It aims to increase productivity by 50% through innovative digital solutions.

The plan targets these strategic objectives:

  • Incorporating artificial intelligence across all strategic sectors
  • Providing optimal environments for AI companies and global talent
  • Delivering superior government services through future technologies
  • Transforming Dubai into a global hub for AI governance and legislation

Many government entities have adapted their strategies to match this blueprint. Dubai Municipality created its own ‘Artificial Intelligence Roadmap’ that focuses on advanced technologies for qualitative and strategic projects. DEWA developed a strategic framework to become the world’s first AI-native utility by embedding AI technologies in all operational and service processes.

Sheik Hamdan’s message about adoption was clear: “This is Dubai’s new standard – those who do not embrace AI today will fall behind”. His statement reinforces the emirate’s steadfast dedication to generative artificial intelligence and other types of artificial intelligence as key elements of Dubai’s economic and technological future.

The UAE became a pioneer in artificial intelligence governance when it appointed the world’s first AI minister in 2017.
