His Excellency Mohamed Ali Al Shorafa, Chairman of the Department of Municipalities and Transport, described the summit as “a testament to the emirate’s strategic vision for sustainable urban development“. “Abu Dhabi’s dynamic growth makes events like ADIS vital to promote global dialog and partnerships needed to build cities that are economically vibrant and exceptionally liveable,” he added.

DMT revealed its groundbreaking Binaa digital platform at the Abu Dhabi Infrastructure Summit 2025. The AI-powered system marks a major step forward in construction permit management across the emirate. DMT signed a multi-party cooperation agreement with Abu Dhabi Civil Defense Authority, Abu Dhabi National Energy Company (TAQA), and e& to apply this revolutionary platform.

Platform reduces permit processing time by 70%

Binaa represents a fundamental transformation in construction plan submission, review, and approval throughout Abu Dhabi. The detailed system cuts permit processing times by up to 70 percent and speeds up approvals substantially. The platform’s advanced AI review capabilities analyze new projects and existing buildings that need modifications while ensuring precision and compliance with Abu Dhabi’s regulatory framework.

“This platform is a transformational step forward for Abu Dhabi’s construction sector, and supports our goal of providing smart, AI-enabled services that streamline the permit issuance process,” stated Mohamed Ali Al Shorafa, chairman of the DMT.

Binaa enables 24-hour permit issuance

Licensing a residential villa used to take months. The new Binaa system completes the same process in just 10 days. It has eliminated 40% of touch points and automated many steps that needed manual processing before. The first phase targets new private villas, which generate about 20,000 applications each year.

System integrates 15+ government entities

Binaa’s key feature merges more than 15 government entities into a unified digital ecosystem. This integration allows smooth access to blueprints and relevant documents. Contractors, project owners, and consultants can secure needed certifications and permissions through this optimized platform. A detailed dashboard shows every stage of construction projects from design to completion and ensures coordination throughout.

Environmental impact minimized through design optimization

Binaa boosts environmental sustainability alongside its efficiency improvements. The platform spots over-design instances like unnecessarily complex construction methods or heavy materials used for smaller structures like villas. This approach prevents redundancy, cuts costs, and reduces environmental effects without compromising structural safety. Augmented technology improves on-site inspections by overlaying 3D design data onto physical structures, which helps inspectors mark areas needing closer examination.

The Yas Canal residential project stands out with its Dhs3.5 billion investment to build 1,146 villas for UAE nationals. This development will cover 1.8 square kilometers and include three mosques, educational facilities, and community amenities when completed in late 2027.
