First Rafale Fighter Jet Strengthens UAE-France $17.4B Defense Pact

The UAE made history with France’s largest overseas aircraft deal ever. The €16.6 billion ($17.2 billion) agreement secured 80 Rafale warplanes. The United Arab Emirates welcomed its first batch of these advanced fighter jets on January 30, 2025. This delivery marked a key milestone in the historic deal signed in December 2021.

The detailed defense package has 12 Caracal helicopters and provides training programs for pilots and technicians. France and the UAE signed a historic defense agreement in December 2021. Crown Prince Sheik Mohammed bin Zayed al-Nahyan and French President Emmanuel Macron finalized the deal at Dubai Expo 2020. This contract became France’s largest overseas arms sale ever, with a value of 16.6 billion euros.

The journey to this milestone took over a decade of talks. The UAE had turned down France’s offer of 60 Rafale jets in 2011 because they weren’t competitive enough. The deal moved forward after Dassault Aviation met UAE’s specific needs. These included the ability to use American-made weapons and ensure the platform kept evolving.

The complete package features 80 Rafale F4 fighter jets and 12 Caracal military helicopters. The agreement also provides crucial support services like logistics help, pilot training programs, and weapons systems integration. French workers benefit greatly from this deal – it supports 7,000 jobs and secures Dassault Aviation’s supply chain until 2031.

The UAE stands out as the first international customer to receive the advanced F4 variant of the Rafale. Deliveries will start from 2027, and these aircraft will take the place of their current Mirage 2000 fleet. This purchase shows UAE’s commitment to broaden its defense partnerships, as they maintain strong military connections with both France and the United States.

Strategic Significance for UAE

The UAE has emerged as a powerful military force as regional tensions continue to rise. The country stands ninth worldwide in defense imports, and experts project its defense spending will reach AED 112.73 billion by 2029.

UAE Armed Forces have grown stronger through smart military purchases. The military now has 65,000 active personnel in forces of all types. Land Forces lead with 45,000 personnel, while the Presidential Guard has 12,000 members. The Air Force and Navy maintain 5,000 and 3,000 personnel respectively.

The country’s defense strategy rests on three main goals:

  • Countering regional threats
  • Preserving regional stability against radical groups
  • Building self-reliant military capabilities

The UAE shows its steadfast dedication to military strength by spending 5.6% of its GDP on defense. This places the country sixth worldwide in defense spending relative to GDP. Such investment helps secure the region and ward off potential threats.

The country has also built defense relationships with several nations. A recent AED 12.85 billion deal with South Korea brought in the M-SAM mid-range air defense missile system. Two M-SAM batteries are now active and have showed excellent results in their original deployments.

The Air Force and Air Defense get the biggest share of defense procurement money. This choice lines up with UAE’s push to build better air defense systems. The country buys advanced equipment like Patriot air defense missiles and works closely with global defense manufacturers.

Technical Capabilities and Integration

The Rafale F4 variant marks a most important advancement in combat aircraft technology. This fighter jet has the Thales RBE2 AA active electronically scanned array (AESA) radar that provides superior detection and tracking capabilities.

The aircraft’s core specifications include:

  • Two Safran M88-4E turbofan engines with maximum speed of Mach 1.8 (~2,222 km/h)
  • Operational range extending to 3,700 km without aerial refueling
  • 14 hardpoints for diverse weapon configurations

The F4 variant features advanced electronic warfare capabilities through its SPECTRA system that has radar jamming, electronic decoys, and enhanced threat detection. The aircraft’s stealth features consist of absorbent composite materials and lightweight titanium in its wings and fuselage. It also has S-shaped air intakes and serrated edges.

The weapons integration capabilities are extensive. The Rafale F4 can deploy MBDA Meteor beyond-visual-range missiles with ranges exceeding 100 km, among other MICA NG missiles for short and medium-range engagements. The aircraft carries SCALP-EG cruise missiles and AASM Hammer precision-guided bombs for ground attacks.

Therefore, Dassault Aviation provides complete support packages that include logistical assistance, pilot training, and weapons systems integration. UAE Air Force Commander, Maj-Gen Rashid Mohammed Al Shamsi, highlighted that these aircraft showed their effectiveness in many military operations globally.
